Town would gain open space as part of the proposal
The town of Webster stands to gain about 85 acres of open space as part of a new townhouse development off State Road, if a zoning change is approved as expected.
The development, by Pride Mark Homes, would have 116 townhouses in two-, three- and four-unit buildings, said company president Jim Barbato. They would start around $225,000 and average around $275,000, targeted toward empty-nesters and other aging homeowners.
The townhouse plan requires rezoning from lower to higher density residential, and the 116 units would be condensed into about 25 acres on the 119-acre tract, Barbato said.
Of the remaining land, about 85 acres would be deeded to the town for preservation as open space and a smaller chunk would go to a homeowners’ association for the same purpose. Four Mile Creek runs through the tract.
“I really feel like we’re creating a win-win for the people who want to live here and for the town, preserving a lot of woods and wildlife,” Barbato said.
The developer and the town have been discussing the project for about a year, and Supervisor Ronald Nesbitt said he expects Pride Mark to receive the zoning change. The planning board has already given its informal approval.
Nesbitt noted the benefit of 116 more homeowners paying town and school taxes, few of them with children attending Webster schools.
“That’s as good as putting up any kind of business there is,” he said. “It’s great economic development for the rest of the taxed entities in the town.”
The development and open space would also help abate some flooding issues on adjacent land. Barbato said his company would “oversize” its stormwater management system, and Nesbitt said the town would look into creating retention and detention ponds in the open space, which would also have hiking trails and a small parking lot.
The land is on the north side of State Road between Salt and Phillips roads. It is currently owned by Phillipone Associates Inc., but Barbato said his company has a contract in place to buy the land.
If everything goes to plan, construction would begin in spring 2014 and people could move in by the end of that year, Barbato said.
It’s no coincidence that Pride Mark Homes Inc. has several new projects and more than 300 new housing units in the works in several eastside towns all at once.
The Victor-based developer has a major housing project in the approval stages in the Perinton hamlet of Egypt, which calls for 26 bungalows, 60 townhouses, 66 apartments and four greenhouse-style nursing homes.
Also in the works is a 92-unit subdivision in Pittsford, and the developer is awaiting a decision on a rezoning request in Webster that could lead to 100 new townhouses.
Pride Mark also is teaming up with Buckingham Properties on a major mixed-use project in Brighton, which after several stops and starts may be moving forward soon, as a public hearing on draft environmental impact statement for the Winfield Park project is scheduled for Sept. 11.
These newer projects are gaining speed as projects in Victor, Penfield and North Chili either or are nearing completion, said James P. Barbato, who became president at the company his father started in 1972.
“Part of it appears like it’s all happening at once, but there is logic to it,” said James P. Barbato. “It’s by model and design, and we’re not going crazy buying stuff. It’s all been calculated.”
The growth of the company started by James R. Barbato, and involvement and stewardship of his son James P. Barbato, has pretty much followed plan, although achieving it was delayed somewhat.
The elder Barbato always wanted to get into real estate development and investment, and he went so far as to ask his father for a loan to get started — when he was 18.
“He thought I was a little young for that and he kind of suppressed my involvement in real estate at that time,” James R. Barbato said. “I didn’t realize what I didn’t know at 18 years old.”
So he waited, and in 1972 he started with a partner the home-building business, although he stayed involved in the fuel oil business until he was able to ease out of the job after about six years.
A Gates resident at the time, his first completed subdivision was built near the Gates Chili High School. Many other projects were completed in both Gates and Chili before he shifted eastward, into Penfield. The company has built about 1,900 single-family homes in the area over time, he estimates, although the focus today has shifted more toward town houses, apartments, light commercial and assisted-living and skilled-nursing facilities.
Before Pride Mark began to evolve, however, the younger Barbato formally became involved in the company after graduating college in 1995. His involvement started long before that, as he joined his father at age 16, working summers at construction sites, while attending high school and college at the University of Buffalo.
“I look back and I don’t remember making the conscious decision that this is what I was going to do,” James P. Barbato said. “I was always heading in this direction and I always planned on it. I’ve really grown up in it. I’ve had a lot of hands-on experience and training from my father, and I got a good education too. I love it.”
Since he’s joined, the younger Barbato, 41, successfully earned an executive MBA degree from the Simon School. Pride Mark also has partnered with Morell Builders and shares space on Route 96 with Indè, a kitchen and bath remodeling and design studio.
“It’s been a fast-growing business for us and a nice complement to what we do,” James P. Barbato said.
The elder Barbato has pulled back from the day-to-day operations so his son can grow the organization.
“He brought new energy and enabled Pride Mark to grow in the manner that it has,” James R. Barbato said. “There was a time where he was helping me. Now, he’s leading the charge and I support him. It’s been a great relationship.”
That’s not to say he isn’t involved. At age 82, he still comes to work every day, and is heavily involved in getting new projects started and helps during the approval process.
“I enjoy the challenge of having goals set years ago coming together,” James R. Barbato said. “I’m always ready for the next challenge and I’m always looking for the next opportunity. I wouldn’t be a happy camper if I stayed home.”
The son continually learns from the father, including a key lesson that has enabled the company to grow.
His father taught him the value of treating people fairly, whether it’s the company’s 13 employees, subcontractors or customers. They both strive to do so in their every-day dealings with clients and partners, and it works in their father-son business relationship.
“We both speak our minds and we respect each other’s opinions,” James P. Barbato said. “We don’t always agree but we listen to each other and we feel we come out with the right solution. It’s been a great relationship.”
Webster town officials are considering a rezoning request that could lead to more than 100 town houses on State Road, near the town border with Penfield.
The Town Board last week referred the request to rezone nearly 120 acres of land from a residential zoning allowing for single-family homes to Medium-High Residential zoning. The Town Board ultimately makes a rezoning decision.
James P. Barbato, president of developer Pride Mark Homes Inc., is proposing to cluster the development on about 25 acres of the property. The rest would be donated to the town to add to its open space program.
The town houses would be priced between $200,000 and $279,000, and be targeted to empty-nesters and seniors, although there will be no age restriction. The town houses would be about 1,500- to 2,000-square feet in size.
The developer also has a project targeted to a similar demographic proposed in the Perinton hamlet of Egypt. The Perinton Planning Board is scheduled to consider preliminary and final site plan approval for the company’s 160-unit Creekstone project on Aug. 21.
The Webster project would be similar to the company’s Arbor Ridge project in Penfield and a natural extension of projects on the east side of the county, Barbato said.
“I think it’s a great area of town,” Barbato said.
Four Mile Creek runs through the property, which has many wetlands. As part of the project, Barbato said larger than normal retention and detention ponds would be built to not only address drainage on the property, but also to help alleviate downstream flooding in other areas of Webster, he said.
Webster Supervisor Ron Nesbitt said drainage poses a concern, but the town is willing to work with Pride Mark on the plan.
“It’s going to be a process on this one,” Nesbitt said. “It’s a sensitive piece of land.”
And there are other concerns as well, he said.
All of the homes would have to be built one to two feet above the flood plain, and snow removal may have to be addressed through a homeowners’ association, Nesbitt said.
But the drainage ponds would help other homeowners who live near the creek, as well as build on the town’s work to alleviate flooding issues, Nesbitt said.
“We’ve put a lot of money into drainage,” Nesbitt said. “Lately, when we have an event, you don’t hear about flooding. We keep streams and creeks open and we’re constantly working on them.”
If the town was to accept the donation, the property would be kept wild, with perhaps trails constructed, Nesbitt said.

13th Annual Ride for Missing Children on Friday, May 17, 2013
For the second year Jim Barbato, president of Pride Mark Homes participated in the 100 mile bike ride for Missing & Exploited Children
What exactly is the Ride for Missing Children? Sponsored by the National Center for Missing & Exploited Children/New York (NCMEC/NY), the Ride for Missing Children is a 100-mile ride made by over 180 pledged bicycle riders or “Friends of Missing Children” that raises funds to support prevention education programs and to remember all missing children.
More than 2,200 children are reported missing in the United States each day, some in our own community. For most families, this is only a brief scare as the child turns up in a few minutes or hours. But for some, the nightmare of a missing child becomes a grim reality. NCMEC’s mission is to help recover missing children, protect all children from sexual exploitation, and assist in the prevention of these crimes.
Thanks so much for your help with our basement design and finishing project. We loved working with Inde design and Pride Mark Homes construction team. Your design team presented thoughtful options and choices, and identified considerations we would not have otherwise anticipated. Your construction team did a fabulous job finishing the project ahead of schedule, keeping us apprised throughout, and you all were pickier about quality than anyone I have ever worked with. We especially appreciated your consideration of our “escape artist” cats and the efforts your team made to keep our house clean throughout the project. Even more, we just love the outcome…our basement space is fantastic and really adds to the value and utility of our home. Thanks again for all you did.
We would like to take a moment to thank you for interceding on our behalf to resolve our recent countertop issue. We know it is only through your personal involvement that a new counter for our cooktop has been ordered and will be installed. You have remained true to your promise to us to build a high quality home and this event certainly illustrates your willingness to go the extra mile for customer satisfaction as well. We couldn’t be happier with your plan of correction. It solidifies the reason we came to Pride Mark in the first place. We have toured Pride Mark homes, at all your various communities for over 25 years and always knew you would be our builder when it was our turn to build. Now we can see for ourselves why a Pride Mark home is held in such high regard. In a world where ‘good enough’ is too often the norm it is so refreshing to find a business which has a President that demands nothing less than perfection from themselves and their contractors. Your fine reputation us well earned. Thanks again Jim, we are most appreciative.
Hi Melanie….I am beyond happy with Tannon Dr South! It’s just lovely, thanks to everyone there at Pride Mark! I consider myself mostly well and able to enjoy living at Arbor Ridge for many more years. What a great place! More later as I am sending in a new storm door request.
As you are aware, we closed on moms house yesterday at Arbor Ridge. Having gotten to this point, I would like to extend my compliments on what turned out to be a quality experience, both in product and process. If at some point you add voice of the customer to your process, please let mom and I know – you might find commentary from 2 different generations interesting and perhaps useful.
My highest compliments go to Melanie and Larry for working with me, as I worked with them on moms behalf. I was also moved by their genuine concern for my mothers well being, as she worked through unplanned cancer treatment.
Getting his Simon Executive MBA created big changes for Jim Barbato, both in himself, and in his family’s business. “Some people wondered why I was getting an MBA,” says Jim. “But this wasn’t about getting a piece of paper. It was about improving myself.”
Jim had grown up working along side his father at Pride Mark Homes starting when he was twelve years old. Pride Mark Homes specializes in homebuilding and commercial projects in the Rochester NY area. Jim steered the company into new markets, he felt driven to know more.
“We were getting into different ventures,” says Jim. “I felt the need for more formal business training that would help me to analyze new projects.” Jim has grown Pride Mark Homes and the company has changed and adapted with the changing industry,
James R Barbato started Pride Mark Homes in 1972 building quality homes in the Rochester NY area.
